Label TextIn 1883, the federal government legislated that cigars had to be packed for sale in wooden boxes holding 10, 25, 50, 100, or 200 cigars. Manufacturers purchased revenue stamps in advance to wrap around the boxes prior to distribution and sale. In many cases, cigars were sold right from the box in stores, leading to cigar boxes having unique labels on both the outside and inside lids.
